What is this movie?

It was from the 80's or early 90's. A family moves to this town called Nilbog. All the residents can't drink milk? It's kinda a haze, but I think all the milk is sour. The name of the town is goblin spelled backwards and the residents are all bad. They try to kill the family. What is it?
